Victor Parlicov is a Moldovan expert with over 20 years of experience in public policies, energy and sustainable development. He served as Minister of Energy and as Chairman of the National Agency for Energy Regulation in Moldova, as well as elected as Chairman and then Honorary Member of Energy Regulators Regional Association (ERRA). His expertise covers energy markets, regulatory frameworks, and EU integration processes and countering hybrid threats. In addition to governmental roles, Victor has extensive experience in working with international donors and financial institutions, think tanks, NGOs, and supporting local public authorities.
